Sorry, this isn't an answer but just had to comment how blessed you are to live where lilacs can grow. I live in southern Calif and it's generally too warm for them to grow in the profusion they grew in my home state (Wa.) I miss that. They smell so wonderful. So sick of this monotonous sun, sun, sun. No change of seasons. BORING!
You will be best wait until after they blooms. pruning them now you will not get any blooms.
Don't. Too late or you will get little to no bloom this year. (You can cut back any dead wood, though) Wait til it is finished flowering. Cut back at previous 'Y"'s in the branching where there is a bit of fresh leafing .
Not a good time as they will flower soon, you can prune anytime from October to January dormant season.
Lilacs can be cut after they bloom. I have many of them I cut mine back every year. They are still doing great after 50 years.
