What is the best color and time to put Mulch?

    In the Spring with good compost and dark and a few layers of it-spread it on thick! Awesome.

    It depends on the types of plants you have. Acid loving plants appreciate pine straw. Any time of year is good, but if you live in a hot climate, get the mulch out before the hottest time of the year. Do NOT bunch up mulch right next to trunks, or stems of plants. The best mulch is what you have in your yard; just make sure there are no weed seeds, etc. THICK is not necessarily the keyword here. The layer should be a few inches deep, enough to cover the roots and provide a good barrier to keep moisture in and weeds out.
