When you are no longer getting temperatures less than freezing - even for a few hours at a time. In Kentucky that could be April or early May if you are in the mountains. Plant cold tolerant plants first....lettuce, radishes, carrots, beets, cabbage, broccoli. Wait until your soil is warm and you don't get low temperatures at night before planting tomatoes, cukes, corn etc. You will start seeing veggie and flower plants for sale at your local home center when it is time to plant them.

I would tend to think anytime might be okay in your State! As long as you have no risk of freezing temperatures, you're good to go! 🙂
