I am about a half a Zone warmer than you, and my last average frost date is officially the last week in April. As the last week has proven, it is still winter. Personally, I'm afraid I'll get too busy to rem, ember to cover new plantings on a cold night, so I'm waiting until the end of April.for flowers, at least annuals. Hardened off perennials can be planted now. Partly depends on what you want to plant, and how much work you are willing to do. Good luck. What are you planting?

Rule of thumb after your zones last expected frost date, however I would delay planting for a few weeks after that. Whether patterns across the country have changed dramatically.
