How do you know if Paint Putty Filler is still good?

The previous owner of the home left behind some paint and some paint putty filler. I am new to this home repair stuff and am trying to determine if the putty is still good. Does anyone know how to determine if the putty is still good or if it is dried out. If it was completely dry I would know, but it is not.
