Try rubbing WD 40 with a soft cloth.
You can also try soaking them in cola and rubbing the debris off with a rag. Good luck!
if all else fails use a wire brush it will do a decent job
Naval Jelly also works on this issue.
I use WD 40, spray it on and then rub off the parts that are effected.
