First either shut the water valve off or use a wire to pull the float up in the tank so water stays out of the bowl. Lay toilet paper all around the water line ring and pour some CLR or vinegar on the paper so it sticks to the bowl. Let sit for a couple hours. Then use a wire brush or very course scrubbing pad and scrub the stained ring.

Go to walmart in person or online and get Pumie Scouring Stick. It costs less than $2 and worth every bit. Buy two sticks the first time cause depending on how bad your hard water stains are you might use most of the first stick, this way you have a backup. Once have the item in hand with water still in the bowl, start scrubbing and don't be afraid to use some muscle. The water stains will disappear instantly. After the inital cleaning the stick will last you a bunch of cleanings. I promise it'll get those hard water stains gone.

The scouring stick WORKS! You can try all the other suggestions, but if the ring doesn't come off the first time, bite the bullet and buy the pumice stick.
