Clean the rusted part with phosphoric acid which will remove most and stop rusting. It's available at most hardware stores. Then sand to smooth the surface and paint.
You can use a primer to stop rust,allow to dry and paint.
Sand the rust as smooth as possible and use Rustoleum brand paint which will stop the rust.
