okay just how big is that space? houses 1 & 2 had about 4 ft between the street and side walk. house 3? maybe 6 inches of green between street and side walk. think ground cover or annuals- pansy, marigolds, celosia, ,petunia, moss rose, smaller types of zinnia, latania. add a few flat rocks or pavers as stepping stones. keep the planting low, let your nosy neighbor see who is burgling your house.
Make the sidewalk wide to the street. That will give enough space for walkers as well as cyclists. Safer for cyclists as well as road users!
You can not impede access to that area but you can make it look different and also less attractive to dogs. But if the dogs have been using it for a potty area you need to stop that first because they will continue and then your plantings will die. Dig out between 2-4-inches of the soil that is there and place some new top soil in there. Cover with a fabric weed barrier and then start planting. You can open the fabric where you want to plant. I would use crushed stones to cover the spaces between the plants because dogs and cats do not like crushed stones. Yet, when the plants are established, it is much easier to remove the crushed stones where you want and as needed. There are some fabulous examples on google images and in pinterest.
