are the pavers sitting on top of the ground or partly buried? i would try a different type of brick edging, partially bury and lay at an angle, hopefully the curb will help keep them in place. did you put down a sand base for the brick? did you put sand in between the bricks?
I had a problem with weeds coming up in between my pavers and I used a polymer sand mixture that I bought at Lowes. I thought I remembered that it would work for your situation too. In Orlando, it was in the garden center with paving sand... It came in a large 5 gallon bucket and I think it was only $20. You sweep it into the cracks and then lightly mist it with a sprayer on your hose. It causes the polymers to swell and lock the pavers in place. We moved shortly after I did it so I can't tell you if it was a long term solution or not. But it worked well while I was there.
I just used a hammer and tapped them into the ground lightly. Never had a problem after that.
Try using "Paver Edging." These are L-shaped plastic strips/brackets that are secured to the ground with 6 to 12 inch long spikes (plastic or metal) and it holds the outside edges of the pavers from moving. It is like putting a frame around the outside edge of the patio or driveway to stop the pavers from moving. You can get these from Lowes, Home Depot, or other garden centers.
Use polymar sand, you can find it at a rock/gravel store, Home Depot or Lowes.
Follow directions, our turned out beautifully. Do it yourself project!!
