Put down a colorful rug,surround the area with tropical plants,hang a wind chime.
If you do put plants out there just make sure they aren't the kind that attract bees. A small bush or tree would be a way to spruce it up then you can always decorate it for the different holidays. Put a comfortable chair, add an umbrella to keep you somewhat cool, add a small table so you have a place to put a cool drink or two. If its a sunny spot, put solar powered lights or other garden decor.
Absolutely hang plants from above, if possible and /or on balcony posts, as well. Depending upon how large your balcony is, you could also arrange a DIY divider to offer you some privacy from Neighbors or those passing by... By using older repurposed shutters and hinging them together. This is good because you can leave it up... to do it's job,by offering you privacy at whim, or take it down, at anytime...when you want the space to be more open /visible to others or for you to people watch. Again, dependent on the size of your balcony, I would recommend having a small table of some sort with a couple of stools or small chairs. If this is not your cup of tea, you can go to thrift stores or search on Craigslist,to find two small items that you can repurpose into benches and place them strategically, to your preference on the balcony. I agree with one of the other contributor above...who suggested finding a rug to place outside on your balcony... It will definitely bring the area together to feel like a room...and kind of cozy up to space. And remember that you should find some sort of decor items, that make you happy,as well as, are cohesive ly pleasing to display along with the other items you choose for this space. For instance,a vintage or rusty watering can... Repurposed into a flower pot! If you're permitted to hang things on the Walls (Within the space of your balcony) then do it. Don't be afraid to hang up things that would not traditionally be considered wall hangings, like found objects that are suitable for the outdoors and made of metal or wood and can either be weathered with time on the balcony or won't be harmed, at all, if they are left the out the entire year. I like to find pieces of metal that are welded together & unique (that were possibly used for something else originally) and Simply arrange them as Decor/art on the wall...with all of their beautiful rust and patina! Those are the kind of things that make me happy. Please, please, please... let us see what you end up doing, I am absolutely interested to see your balcony, once it is decorated!!!
I would make a reading nook out on a balconey where I have a place to strech out with pillows and cushions to relax with friends or by myself. Use colors you love to decorate and add a curtain for privacy or for that bohemian look. String lights around or hang lanterns. I am not a fan of windchimes but I've seen other patio art at garden stores that could add add whimsy and fun. If you like birds add a feeder - with an arm out away from the patio a bit so you don't have to clean up their poo...I need to take my own advice here on my patio this summer.
I have a coffee table with a small sofa and a bookshelf where we spend a few hours a day during the summer enjoying a good glass of wine and an easy read for the hot days. If that is where you spend more time during the summer, you can try to put a small bookshelf, a hanging chair, and a coffee table. Some flowers and exotic plants are always a good idea for decoration
