Most people seem to use chalk paint and a wax on top of that. Maybe give it light sanding first, or at least a good cleaning with a vinegar and water mix. It's a charming piece of furniture, so don't give up.

I think it needs a paint designed for plastic.... Krylone makes one specifically for plastics. Use frog tape along the groove to prevent bleeding out, gives a clean crisp line.

    Painting with something like Kilz.

" KILZĀ® General Purpose Interior is a fast-drying latex primer and sealer formulated to minimize decorating problems caused by surface texture and porosity differences. It's ready to brush, roll or spray and can be topcoated after one hour with latex or oil-based paint. www.kilz.com It is made for several different uses.

I just recently repainted a closet that had 50 year old paneling in it that wasn't wood, more like slippery contact paper in a brown/black combination. Since I was going to use latex paint I used the Kilz that is used with latex paint. It is very easy to apply, dries quick and ready for paint in a few hours.
