Here I will give you a photo of mine. I live in a teeny tiny house and there isn't much storage, period. I have a bunch of baking pans and items like that in the garage, actually stashed any place I have room. 99% of my stuff lives in the garage in boxes. A total pain.

Home goods stores sell dividers to hold items,pots,pans,silverware,gadgets etc.
You can retrofit those shelves w/pull out units, try Home Depot or Lowes. Martha uses curtain tension rods for storing baking pans, cookie sheets, etc. upright. I repurpose some of the thin plastic (clear) containers from lettuce mixes for corralling smaller or like items. The black plastics aren't recyclable so I've used some of those but first spray paint the inside a white or light color. I have lots of cans of spray paint :( I've also made good use of those vinyl shelves you show. You might also be able to find pull out shelves that fit where the drawers were, or put a solid surface there and store small, long items like plastic wrap and foil boxes.
Make a trip to Lowes or Home Depot, whichever you have in your area, and head to the kitchen and closet area. You should be able to find some items to help with organizing your cabinets. If you have a Habitat for Humanity ReStore in your area try them also. You may luck out and find some stuff there.
