Best way to remove heavy rust from small garden tools left in rain?

    Try submerging the metal in vinegar. Let it sit and then scrub and wash off. Dry the tool and coat with a bit of oil or wd40. you can even add some paste wax instead of the oil. Do let the tool sit in vinegar too long. It can also pit the metal. Depending on the amount of rust, it may take a sorter or longer amount of time.

    Steel wool them, rinse off and thoroughly dry, spray w/ WD-40. Clean off after every use, and store on hooks in a dry area or bucket of sand
