What is the best way to discourage deer?

I have tried soap, pepper, sprays, human hair and they ignore everything. Help!

Are you trying to discourage them from coming into your yard or from eating your plants? Likely you can't keep them out of your yard. If it's the plants they're eating you likely need to either remove them and replace them with something the deer won't eat or get used to them munching. :(
Put a plant or some thing that moves, rustles, and makes noise in the breeze. Never put anything salty tasting.
try putting moth balls in the dirt around the plants
