The previous owner put plywood over the top and painted them brown. They are LOUD! and you can see thru them. I would like to fix them. How? Any help is greatly appreciated.

This video had some really interesting suggestions: https://youtu.be/sDxhpMaselI

There seems to be something not quite right with the you tube link.

For my stairs, I kept the old stringers (what the treads and risers attach to)removed all of the old treads and replaced them with new. There is a variety available at any lumber yard. I also fitted risers (the part your toe hits when walking up the stairs) so you cannot see through the stairs and did some anchoring to make the stairs less bouncy. I used Gorilla Glue with a couple of pocket screws just to hold the treads while the glue set. There is absolutely no squeaking or other noise from movement.

You could do what Ken advises to make them more sturdy and then carpet them for quiet.
