If you want the right procedure no.Many will argue ,My theory long term strip the wallpaper off and do it right from the start.

Of course you can BUT there's no guarantee that the wallpaper will stay stuck to the wall. If you wanna gamble then go for it!

I put a coat of Kilz on my living room walls and let it dry overnight. Then I painted the walls with a good quality paint. People don't believe it when I tell them there is wallpaper under the paint.

Best to remove the wallpaper. The moisture in the paint can cause it to bubble and become unglued.

Excellent! Where there's a will, there's a way. Good for you!

I had 1990s floral wall paper in my bathroom. I have stripped wallpaper before and it is very labor intensive and time consuming. We painted over the wallpaper with primer then used Valspar interior paint. It looks great and has withstood the steamy shower environment for the past 5 years. The wallpaper has not peeled or bubbled. So good luck!

if the paper is very secure ( not lose at the seams ect) it can be painted over. One of the bedrooms in our home had floral wallpaper which my teen daughter did not care for. We had it papered over with her selection and after she out grew that choice I painted over it with no extra preps that was several years ago and it still looks great.
