Removing petroleum stains from hardwood floors

I had a rug with a multi-colored foam pad. When I took the rug and pad up, the foam that was colored black stuck to the hardwood floor and had to be scraped off. It left stains which I guess come from a residue of the petroleum that must have been a component of the foam. Can those stains be removed? The entire floor is spotted with up to 3 inch stains

My Mom had the same problem with the linoleum in her kitchen. Where the carpets with the nonslip mats underneath them are, there are big yellow circles. I have tried to bleach them out. Nothing works. They need the carpets removed so that do not slip.
