Found my mothers sr picture in original frame looks like it's been wet

Might be best to take the photo to a pro OR....try taking a picture of the picture, retouch with photo software, then print a new one.

We had a picture of my mother in it original frame. A few years ago we went through a hurricane here in Florida. We allowed the picture to dry and then took a picture of the picture, then we retouched it using photo software, then printed a new one. Just like Lynn Gee suggested. It came out great.

You can take it to a store that has a photo shop in it likeMeijer or Wal Mart and they have a machine that will help fix some of the imperfections, maybe not all but it is worth a try.

use the water stain and tint the photo to look sepia toned and vintage.

I would take it to a photo lab and see what they can do
