Have you tried this product? My aunt buys old, dilapidated houses and redoes them, and she swears by this
I really can not give you the right advice, so I would suggest you speak to an expert in a tile shop - perhaps you can buy a special paint to cover up the stains and then place a sealer on top.

Looks like lime deposit from hard water, try using CLR spray on it. I get mine at the dollar tree, Then maybe try some liquid wax and buff to reseal.
I was thinking the same thing as Bernadette. If the finish has been scrubbed off, you should be able to paint them the reseal. I'd paint the back ones too, even though it doesn't show as much because I think in time it will start to show as well.
