Can you share a picture of your kitchen so Hometalkers can give you some suggestions? It's hard to say how to make it look "new" when we aren't sure how "old" it is. Sometimes you can completely transform a room with paint, new hardware, or just new decorating.
Paint, paint, paint!!! Paint the cabinets and add new modern hardware. Paint your countertops. You can make them look like granite for under $30. it is amazing what you can do with paint. Check some postings on Pinterest. I've transformed 2 kitchens with minimal cost and the difference is stunning. Hardware can be purchased really cheap on ebay too

Also need to know if you own the home, or be sure to get permission to paint first, in writing. If it is small, remove a few cupboard doors to open the space and put the nicer things there. Lights! under cabinet helps alot to brighten the counters and your workspace.
Paint is your best bang for your buck.
Paint your walls, paint your cabinets, install new door & drawer hardware.
If you need new counters, formica is very inexpensive. Check out Lowes or Home Depot for pricing - take your countertop measurements with you.
Need new appliances? Check Craigslist or a Buy/Sell group on Facebook. Check your local appliance stores and see if they have a scratch/dent models to pick from. They sell those for much less than regular price.
Change out light fixtures.
