Latex paint takes a long time to cure. The thicker the coat(s), the longer the dry. I learned the hard way a few years ago on a dresser. I mox my own chalk paint with my latex for furniture now. It dries very fast.Then seal it with water-based poly.
If you don't let it dry, it will be sticky. Was there oil based paint or varnish under it. Maybe you did not prep it right. Sand it first before you paint, prime it with latex primer tinted 50% of the color you will use. Paint guys will understand when you tell them. Then when the primer dries for a couple of days, sand lightly clean thoroughly with tack rag and then using a small diameter roller, paint, walk away and let it dry for 3 days.

what kind of paint did you use? Is this a dining table? Did you put any kind of sealer on it, like polyurethane?
Maybe just try cleaning it and use coasters.

Try wiping with mineral spirits it usually removes tackiness
