Try using an clear outdoor epoxy
I had the same problem with a large peacock. His head fell off. It was hanging exposing wire that was there to give the neck support. I went to a hardware store like Ace, or Home Depot, and got a small amount of cement (concrete) and reattached the head. I had to build up the concrete around the neck area a little. You can get as much as you need. It comes in a tube or a small bucket. You can get it ready made. I put it on with a paint stick and then used a paint brush to give the piece look of small feathers. Worked great. I then sealed it with a spray sealer.
