You can use a jigsaw with a blade for rubber!

the sidewalls, you can do with a hacksaw, but I have not found anything that works 'well' on modern tire treads - a jigsaw with a metal blade will work, but leave little wire bits sticking out of the ends that I consider dangerous (they will take your skin off as easily as a wire brush)

whatever you do, wear good work gloves. Most tires have steel in the treads and that can cut You. you will probably need a blade meant for steel on your jigsaw or sawzall.

You need a grinder like what a welder uses you can get one at any hardware store and put a cutting disc on it that you can buy there also this works very well
