I'd like to make something similar to these lamps i saw on instagram from the museum of ice cream. They look like the cones are a fired ceramic, maybe. What heatsafe material can i try to DIY these with, if i dont have access to a kiln ?

Although they would be transparent, what about hardware cloth (a.k.a metal mesh) ? That way it would be heat safe, spray paintable, and you would get a waffle effect.

You can use polymer clay from Michaels or Hobby Lobby. Bake your project in the oven. Please post the project here if you decide to give it a try.

William, do you know if that would be ok to take the heat of one of those globe shaped energy bulbs?

Once the polymer clay is baked it will handle the heat up to about 350 degrees.

Keep in mind these "ice cream cones" start out as a circle. A cone waffle maker (much thinner than a regular waffle maker) would certainly give you the shape and the impression you are looking for, but would make it a little pricey. The polymer clay, mentioned before is probably the best material. A wooden cone pestle would be useful to help you shape the cone.

there is probably a mold for the oven hardened clay to give it the ridges and cross hatching or you can just roll out the clay around an ice ream cone and put it in the oven following clay baking instructions. for safety, use diode bulbs- lots cooler than incandescent bulbs. remember to leave a hole in the end to put the cord through.
