Fill a container with warm water large enough to hold the items.Add some liquid dishwashing to it and Tartaric acid.1 packet of 50g per 2 lt water.Let it soak.Use a very fine steelwool and rub the items.( You might want to wear gloves as your hands will get very dirty) .Gently do everything.Next place it into another container filled with cold water.Rinse it good and let it dry.Rub it clean and your items will sparkle again.Since i have been doing this ten years ago i can vouch for it to work.Thank you.

You can also use some regular old toothpaste, not the gel kind, but the white paste kind. It has a mind abrasive in it. Get the brass wet and scrub it gently with this toothpaste and an old toothbrush. Then rinse it off in cold water and dry it with a clean dry cloth. Polish it up by gently rubbing it, making sure all the toothpaste is off and you'll be amazed at how quickly and brilliantly it will polish right up. If your hand get tired of scrubbing invest in a soft bristled battery operated toothbrush. Then, all you have to do it hold the brass and the toothbrush with the toothpaste on it together. Easy Peasy!

There is also a product we used in the military that is available in most cleaning aisles. It's called Brasso. Follow the directions and it works great.
