How can we enhance the decomposition of tea-ginger remnants of tea?

I have discovered comparatively slow degradation of tea-ginger remnants (remains of decoction of tea) into organic manure for garden or kitchen-yard plantation when mixed with slightly sandy clay. What can be a probable reason?
