when you pick out your paint color get a tester or a quart to start with. take it home and make yourself a huge paint chip of foam cor board. hang it in different places of the room for a week. is there a spot where the color looks off? try another color. i prefer a neutral color for walls. they can still change when the lighting changes.

Start by collecting paint strips and look at them in you home.Once you think it looks ok buy a sample and test the color out.Make sure you look at the color morning,noon and night.

I think it depends. Are you using existing decor. If that is the case, pick a color that is in the room and then lighten it for the walls. If you are starting fresh think about it.
