Cheap way to dress up a garden

My Mom owes her condo, but there are other tenants there who complain a lot even how the maintance guy mows. I took a garden space last year that was left behind by former tenants. But some new tenants don't like the looks of it, but they like that they got free food from it last year. Its and eyesore to some of them. How do you dress up a chicken wire fence to keep rodents out, but make it appealing to everyone, but doesn't break my bank account. I supply and pay for the plants which runs up towards to $60 already with no help from anyone, but they benefit from it. I will be putting in an abhor with benches this year.

Then hang a donation and suggestion box on the fence, a few catchy signs like" Blessing from a friend" Enjoy the bounty" "God bless you" "Be thankful" or get a rooster, he should really make them happy...can't please everybody all the time.
