When is a good time to transplant Rose bushes?

I live in the Thumb area of Michigan. I need to move them to get better blooms.

Fall is the best time for transplanting, however if they have not started to leaf out you can transplant be careful not to send them into shock.

Depending on where you live it's best to transplant them while they are dormant as they are susceptible to shock. Late winter or early spring is generally the norm.
