Maybe the chips give it character? If it is that old, I would consider leaving it as is. If it is 100% porcelain, you may need to take it to a restorer to get a permanent fix. If you cannot find one, contact a local museum for a referal.

Go to WM, or lowes, and they will be able to tell you. Chipped sinks, can be repainted, but there may be a way to refinish this, and I am not sure of how this is done. Best wishes, J.
