What's the best way to straighten sunken steps and sidwalks?
The steps have sunk down over the years and now slant in a way that makes them less safe during icey weather. Plus the sidewalk sections are no longer flat and are a trip hazard. Dig them out? Other than that they are in great condition, not cracked. Dig them out? Have them replaced?

You need a concrete contractor to come out and assess the condition and advise what to do.
You will likely need to get the city involved as well, you may need a permit. Call a reputable firm to assess the situation, perhaps an engineer if it is really bad. Get several bids. My neighbor recently did that, but we live on a hill with lots of long term settling.
