Is it safe to replant peony?

Well, mint will (although it can be quit invasive). Some other plants like catnip (you might not want to attract all the cats to your yard). Citronella plants and lemongrass, marigolds (although not perennials per se).

Lavender, citronella grass, catnip, horse mint, pennyroyal, alliums, tansy, rosemary, catmint, (which is a clumping plant; and not invasive like catnip, pennyroyal, and mints - and is beautiful). I would plant lavender, rosemary, and catmint; personally - unless it is for an area you don't mind the plant taking over.
