How old are the Hostas?
If they are older plants, they may need to be dug up and separated. Don't plant too deep! Mine are needing that now, but I can't get down to dig and replant anymore and they get smaller every year.
I suspect they need to be separated. When the roots are too crowded, they don't get as large and may not flower. They are very easy to thin...dig up the whole clump and, with a sharp knife, cut them apart (you'll be able to see where this should be). Just plant them separately, give them away, or toss the extras. I'm sure that if you advertised the extras (e.g. Craig's list) you would get plenty of takers.
Some Hostas are simply a smaller variety. I've had Hostas that grow about 18" across then others reach 36" across. It depends on the species. However, if they are older plants, you might want to try thinning them but it still could be the species.
