How much of an area needs to be covered?
Check out Pinterest PVC pipe backyard ideas... I found some interesting ideas there using cheap pvc pipe. Home Depot will cut it for you in the sizes you want. You can add heavy duty neutral fabric to attach to the sides for privacy.
Forsythia makes for great height and quick coverage.
How about framing the premade lattice panels from any home improvement store and grow vines on them? This way you can still purchase plants that will eventually grow to provide natural privacy. When they grow, remove the lattice panels.
