Decoupaging over wood is easy using Mod Podge (purchase at Hobby Lobby or any crafts store.). Not sure what you mean when you ask about molding 'cards' to go around corners. Decoupaging is generally done by cutting designs out of paper, napkins, pictures, etc., applying the Mod Podge to the wood and smoothing your cutouts into place. Carefully tamp down with your fingertip. When done placing what you want on the piece, seal all your cutouts with a topcoat of Mod Podge and let dry. Mod Podge comes in about 8 different formulations, so read before buying. (Gloss, Glitter, Outside, etc). Hope this helps!
Yes, you can decoupage on all kinds of surfaces including painted wood. If an image you want to use is not easily adaptable to decoupage you can make a color copy of the image. there are lots of tutorials online to help and guide you.
