Rosmeary is not a plant that can be made to a topiary. It can grow into a small bush. You could prune a small bush into a ball shape.
We have several rosemary bushes. If you have a well established plant or bush, you can trim it into a ball shape, but be careful, if you trim too many limbs severely, the plant will die. Generally the ones sold in stores are started in the nursery that way they are trimmed a little bit here and there and grow into the desired shape from the start.
