How do you update 1980s style countertops made out of tile?

Backsplash and counters are made of tile.

Are you talking about ceramic tile? If so, you can paint them by first painting them with a bonding agent such as Kilz Adhesion Primer and then paint them with a gloss paint. I would use a sealer over them to protect them.
