Wallpaper has been on the wall for 17 years, it's time to refresh with paint. How do you take the paper down?
I used both spray chemicals and then I got a steamer... steamer works much better.

I have always just used hot water in a spray bottle soaking the wallpaper and using a scraper to remove, then washing glue off walls. For popcorn ceilings just use a scraper and it will come off easily.
A 6" scraper duct taped firmly to the handle of a shop vac. Turn it on and scrape over the popcorn ceiling to remove. You can do a large room in under 2 hours. PLUS...the vac will suck up all the dust and gunk. Yeah, I know...I am brilliant. ha ha. If paper doesn't peel off easily (it won't if walls weren't sized) you can mix some Downy fabric softner with warm water in spray bottle and work with a scraper. You may have to get a paper tiger to 'score' the wall so the solution will soak in behind the paper. Not sure which is the more evil of these two jobs but I am in the process of removing 5 bedrooms of wall paper. Good Luck!
Buy Dif mix with hot water..sponge on wall saturate small area...walk away for 5 minutes then scrape off..should take bottom paper layer off too..use sponge with Dif to clean any remaining residue off ..this minimizes going back...many times...the trick is leaving solution on to let it get to the glue and soften it....good luck..I have done this many times..oh do not use shark tool can mess up the drywall...you will have major spackle job afterwards..oh and use a plastic spatula so you don't mar your walls...to keep walls intact...
I prefer to use a steamer. Mine is just a cheap one from Shark, but it is AMAZING for projects like this. Krud Kutter is a girls best friend as well, but I like to keep chemicals out of the equation whenever possible.
In the past I have used liquid and scraped. The last time there were 2 layers of wallpaper on the walls. I bought an electric heat gun. I heated the paper, when it started to burn I scraped it off. This went faster than the ways. Be careful it dose not catch on fire.
