How do you make steps out of cobblestones on a grassy slope?

I have a rather short and steep slope in my lawn and want to make a few shallow steps to make it easier to walk. The rise is about 3' over 10'. I want to use cobblestones embedded in the slope as risers just to take a little of the steepness out. It's OK to have some pitch in the grassy areas between steps. How do I get the stones to be secure? Can it be done without using cement?

If you're willing to do a little woodwork, you can lay down a base and then fill it with cobblestones. Something like this project:

I too need steps. My terraces are much steeper though, and I have two terraces in the back yard.
