Hi I have seen that some people dig trenches where they want the soil retaining , and then fill the trenches with quik Crete bags. You wet them down with a hose, creating a wall. Then you backfill the soil behind the quikcrete "wall".

Go to a reclaimed wood seller and look for railroad ties to retain walls

I have three levels of tiers in my veggie garden. It was already there when we got the house. They used ties to do this, leaving about three feet in the two lower tiers with the upper tier being very large. I am thinking of breaking up the large upper tier into two because of the slope and plan to use ties for that. The ties last for years and the wood just looks natural to me with all the trees around the area.

Do your research, build it right the first time. Big box stores like Home Depot and Lowe's sometimes have classes on things like this, take a class or go to your local library and read home improvement books. Railroad ties are a good option, pallets are not as the wood isn't treated and it will rot.
