Yes as long as your area in out of danger of frost.
Where do you live ?. Tulip bulbs are usually planted in the fall, so that they freeze over the winter and show up in spring. You may let the plants mature pinch off the bloom base as the petals drop off , and wait for the leaves to dry out. Minimum to no water at this time. Then turn the pot upside down, shake off the soil, cut the stem off about an inch above bulb, and store bulbs in a cool dark , dry place indoors. Plant in Fall in the ground with well drained soil, and they should come up in Spring.
