Can I paint my popcorn ceiling?

You should sand down the current paint so that you can get a fresh job started, best of luck!
I like to use Chalk Paint. Make sure the cabinets are clean and dust/oil free before you start. Seal with clear wax or a liquid topcoat.
I would first clean them with some TSP. If you are using a latex paint then you may want to apply Deglosser to dull the surface first, or apply Kilz Primer and then paint. I would probably recommend the Kilz as oak has natural oils in it that could bleed through an unprimed paint job.
