You want the width of the fabric to be 2 to 2.5 times the width of vanity table where you want the skirt to cover. You can gather the fabric and sew it onto elastic or onto the loop side of velcro. Then if using elastic just attach the ends to the back with tacks or if using velcro, staple the hook side of the velcro to the table, or use sticky back velcro.
