You may think the walls are clean... you will be surprised how much dirt and grease comes off using TSP. The new paint will adhere much better to a prepped wall.
At the very least, dust the walls. You'll be surprised how much dust you'll find on the paintbrush or roller if you don't. The dust will mix with the paint and you won't get a smooth finish.
You should vacuum the dust and if any webs off prior to painting.
Paul, you beat me to it. I agree totally. Nothing better than TSP for this!
If your walls are greasy, yes, wash them with TSP and warm water. If not, then wipe down and proceed.
