I think you are referring to when people place matches by their peppers as a source of phosphorous. But there are other more efficient sources of phosphorous out there, like bone meal, that you can use.
I would go with the bone meal. Who knows what else is in matches that you would be putting in your soil or how long it would take to leach into the soil.
Yes I do it two or three times a year peppers like sulphur.
