I like the gel stains by General Finishes because the products is a little thicker and easier to apply without as much mess. You still need to protect the area around the railing though. Lightly sand the surface, apply the gel stain, and wipe the excess. I would start with a test area in an inconspicuous spot first.
The question is are you going darker or do you want to go lighter? Darker, follow the directions Patricia suggested. Lighter, you will need to sand the old finish off down to the original wood before you apply the new stain.
