Here are few tips and videos that I used, they helped me a lot:
Milk paint should be sealed with a top coat like the Furniture Wax or Hemp Oil. Use Milk Paint Bond to allow adhesion to previously painted or varnished surfaces. Slight shade and colour variations may occur between batches. Purchase enough paint to test and finish your entire project.

YOU SHOULD PREPARE THE DRESSER FIRST BY THOROUGHLY SANDING (wear a mask as the fine dust maybe harmful) AND THEN USING A DAMP, not wet, TACK CLOTH WHICH IS A STICKY CLOTH THAT COLLECTS ALL THE REMAINING DUST.
AFTER THAT IF YOU FEEL IT'S READY FOR THE MILK PAINT YOU CAN PROCEED PERMITTING THE DRESSER IS DRY FROM THE DAMP CLOTH.
IF YOU DON'T FEEL THAT ITS READY ENOUGH TO PROCEED,THERE IS A PRODUCT FROM BIX CALLED tsp. RUB THAT ALL OVER THE DRESSER WITH A CLOTH ACCORDING TO THE DIRECTIONS. THEN IT'S COMPLETELY READY TO START PAINTING. ALSO YOU SHOULD SEAL THE PAINT AFTER IT IS COMPLETELY DRY WITH AN EPOXY OR OTTHER PAINT SEAL. HOPE THIS HELPS!
