What is the best way to get rid of quack grass?

I have a flower garden that was full of quack grass. Last year I pulled it, sprayed round up and pulled some more. This year I have been digging every piece out by the root that I see popping up...Help!

    Qi have no idea what quack grass is, but onion weed is a real problem!

    It grows from spreading roots, the only sure way to get rid of it is to dig it up to make sure you go all the way to the edge of the garden to where it is coming in for each plant. Just keep an eye on the edge of the garden and if you see it starting to pop up, take care of it there and that should help keep it out. I had the black edging on a garden that I redid and still had it in the garden. I removed it since it didn't go out as far as the actual garden did before I even started revamping it.
