The reason for right after bloom is that you get to see the flowers. Don't wait too long or you will prune off next years buds.
agree right after they bloom,, just break off the old brown blooms.. they snap easily..Right below the dead bloom be careful that is for the following year.. IF you want to prune it way back you will lose flowers for a few years where pruned....
